Here’s a quick look at tonight’s Oregon City Commission meeting:
The main event will be a decision on a moratorium on medical marijuana dispensaries. Cities and counties across the state are also considering moratoriums as a May 1 deadline approaches. Clackamas County will discuss a moratorium on Thursday. Commissioners have publicly supported a moritorium, so the decision isn’t in doubt. The big question is how much time they’ll spend debating the matter.
The Legislature recently passed House Bill 1531, which allows cities and county’s to impose a temporary moratorium on dispensaries. The law allows a moratorium through April 2015 but local governments must decided by May 1 this year whether to enact a ban.
The South End Concept Plan returns for another hearing. Concept plans for future development within urban growth boundaries are required by law. Oregon City completed two concept plans — Park Place and Beavercreek. South End will be the third and final one.
The South End plan covers 478 acres, some of it outside city limits. The new zoning allows for higher density development and sets zoning for land that may be annexed into the city.
Opponents of the plan say higher density will overload roads and could allow construction on unstable slopes. City officials said there are ways to accommodate increased traffic and existing rules prohibit construction within 200 feet of landslide prone area.
Commissioners also will approve another heritage tree, a century-old sugar maple at 515 Fifth St. It will be the city’s fourth historic tree. The designation is intended give some legal protection to historic trees.
Community Services Director Scott Archer will give a presentation on work to be done in Newell Creek Canyon.
