Tehama County marijuana: Fee raise to be discussed Tuesday

Red Bluff – A public hearing is scheduled Tuesday to discuss raising the county’s marijuana cultivation registration fee from a one-time $40 to $109.80 annually.

The hearing is scheduled for no earlier than 10:30 a.m. at the Tehama County Board of Supervisors meeting.


County staff says the increase would ensure no other county dollars are used to support the registration program.


The fee was originally set at $40 in 2010 when the county first adopted its marijuana cultivation ordinance.


The fee has not been raised since then, and county staff says the $40 figure was, at the time, an estimate of what it expected to cost to implement ment the site registration process.


A fee study was recently completed that found it takes on average 90 minutes of staff time to process each registration.


That time includes property ownership verification, physician recommendation review, form examination and data entry.


The study estimated the cost per minute to the county is $1.16 for an overall cost of $109.80.


“The fee is calculated to be no more or less than the actual cost of processing these registrations,” a staff report said.


County staff is also recommending that the fee be paid annually, unlike the $40 fee which was a onetime registration.


On April 15 the board amended its marijuana ordinance to require annual registration after the county’s ad hoc committee on marijuana cultivation found growers were not updating relevant information on their own good will.


A nother amendment passed that day switched oversight of the registration program from the Health Services Agency to the Environmental Health Department.


The study itself concludes because overseeing marijuana cultivation registrations will be a new function for the department, the fee study relied on estimations of staff time to perform the various tasks using other types of permit processing as a guideline.
