Election Watch 2014: Retail marijuana tax question in Pueblo

PUEBLO – Voters in the City of Pueblo are being asked next week to levy sales and excise taxes on retail marijuana sold within city limits. Currently, retail marijuana is only sold in the county. 


If passed, Ballot Question 2A would tax marijuana sales at a rate of 4.3 percent, the same tax rate applied to medical marijuana sold in the city. The question also includes an 8 percent excise tax that is imposed when wholesale growers sell to retail stores.


The city estimates the taxes will bring in $986,249 next year. There are no campaigns organized either in support or opposition to the question.
Pueblo County currently charges a 3.5 percent sales tax and that has brought in $497,773 in revenue through September 30.


The city’s tax money will not be earmarked for any specific use. When council referred the measure to the ballot, there was discussion of spending some money on education efforts to deter teen use of the drug.


The city has already begun collecting zoning fees for marijuana growers and marijuana infused products makers in city limits. They are still in the process of seating a marijuana licensing board.
