Colonel Steven G. O’Donnell, Superintendent of the Rhode Island State Police and Commissioner of Public Safety, announces that on Saturday, July 26, 2014, Troopers assigned to the Hope Valley Barracks conducted a motor vehicle stop for a traffic violation on Route 95 South in the Town of Richmond. As a result of the motor vehicle stop, Troopers seized two 6-ounce jars of Hash Oil, THC Wax and under an ounce of marijuana which resulted in the arrest of both the operator and passenger on narcotics charges.
The operator, identified as Robert Jean, age 38, of 196 Locust Avenue, Staten Island, New York, was taken into custody and transported to the Hope Valley Barracks where he was processed and held overnight before being arraigned by a Justice of the Peace on the following charges:
• Possession with Intent to Deliver a Schedule I Controlled Substance (Hash Oil);
• Driving While in Possession of a Controlled Substance; and
• Controlled Substance Conspiracy.
The passenger, identified as Hal Dellatore, age 35, of 62148th Street, Brooklyn, New York, was taken into custody and transported to the Hope Valley Barracks where he was processed and held overnight before being arraigned by a Justice of the Peace on the following charges:
• Possession with Intent to Deliver a Schedule I Controlled Substance (Hash Oil);
• Possession of a Schedule I-V (THC Wax); and
• Controlled Substance Conspiracy.
Dellatore was also issued a civil citation for Possession of Marijuana – 1 ounce or less.
On Sunday, July 27, 2014, Troopers assigned to the Hope Valley Barracks continued with their investigation and received information which linked the subjects to 566 Knotty Oak Drive in Coventry, RI. As a result of the information obtained from the aforementioned arrests, Troopers observed evidence of narcotics activity at the residence and subsequently obtained a search warrant signed by the Honorable District Court Judge Stephen Isherwood.
After obtaining a search warrant, Hope Valley Troopers and members of the High Intensity Drug Trafficking Areas (HIDTA) Task Force conducted a search of 566 Knotty Oak Drive and seized a total of 53 mature marijuana plants, nine (9) 6-ounce jars of Hash Oil, and eight (8) ounces of processed marijuana.
Through the ongoing investigation, HIDTA Detectives made contact with a subject who rents the garage where the mature marijuana plants were located. The renter, identified as Richard Troy, age 36, of 3900 Post Road, Apt. 1, Warwick, Rhode Island, arrived at 566 Knotty Oak Drive, while troopers were at the residence executing the search warrant. Troy identified himself as a licensed medical marijuana care giver which, under current Rhode Island General Law, permits him to care for no more than two (2) patients, possess no more than twenty-four (24) mature marijuana plants and no more than five (5) ounces of processed marijuana. The marijuana grow that Troy claimed as his property contained a total of fifty-three (53) mature marijuana plants, subsequently resulting in his arrest.
Richard Troy, age 36, of 3900 Post Road, Apt. 1, Warwick, Rhode Island, was taken into custody and transported to the Hope Valley Barracks where he was processed and arraigned by a Justice of the Peace on the following charge:
• Possession with Intent to Deliver/Cultivation of a Schedule I Controlled Substance (Marijuana).
As a result of the search at 566 Knotty Oak Drive, Hal Dellatore, the owner of the residence, was also arraigned at the Hope Valley Barracks by a Justice of the Peace on the following charges:
• Possession with Intent to Deliver a Schedule I Controlled Substance (Hash Oil);
• Possession with Intent to Deliver a Schedule I Controlled Substance (Marijuana) 8 ounces; and
• Possession with Intent to Deliver/Cultivation of a Schedule I Controlled Substance (Marijuana).
After being arraigned at the Hope Valley Barracks by a Justice of the Peace, all three (3) subjects were held without bail at the Adult Correctional Institution Intake Center. On Monday, July 28, 2014, the three (3) subjects were formally arraigned in Third and Fourth District Courts where bail was set at $10,000 with surety.
